The Collapse of the 28-Clause Peace Proposal for Ukraine: How Peace Negotiations Continue to Falter

Europe breathed a deep collective sigh of relief on Monday, as the crisis triggered by the announcement of a new 28-point plan for achieving ceasefire appeared – momentarily – to have been stabilised. A American diplomat spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Moscow made its retaliation: a renewed assault of rocket attacks on Kyiv.

The Pattern of Peace Talks and Military Action

The chain of contrasting events captured the harsh reality of the recent timeframe. By day, diplomatic battles are waged: optimistic declarations are released from various governments. Immense energy is devoted on containing particular approaches. By night, Russian leadership clearly shows the world that, for them, military action persists as the key method for achieving "settlement".

Nighttime Reality

As Russia's attack progressed into the early hours of Tuesday, the immediate reality of Ukraine's exposure was exposed. Ukraine is capable of detecting missile launches from across the border, a ability enabled by current data. From vantage locations, Ukrainian air force fighter jets that had been deployed to engage hostile aerial threats streaked across the sky – sophisticated military planes provided to Ukraine by Western partners.

Soon thereafter, Kyiv's anti-aircraft weapons engaged: multiple launches deployed against a hostile projectile. This was a advanced protection mechanism at work, probably delivered by allied countries. Every launch shakes the surroundings, shaking the windows. The instant of fear quickly becomes sober acceptance: possibly the approaching threat won't strike its target this time, sparing the city from ruin and further power outages.

Ongoing Risks

Following this, a large-caliber weapon opened up on a aerial vehicle in the vicinity, part of a defensive team – probably imported technology. Sadly, the bullets missed the enemy aircraft – it maintained course toward its target.

Periodically, this carried on until dawn. Kyiv faced the early updates: several casualties, destruction and utility failures in many homes as a result of the night's assault. As customarily, everyone still maintained normal activities – enduring hostilities. But those full day illustrated Ukraine's essential dependence on external assistance – a need that regional partners are clearly incapable to fill in the short term.

Failed Diplomacy

The detailed framework from Washington generated strong feelings, discussion and serious worry – and briefly redirected concern from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after earlier high-level meetings and international summits.

Every new proposal from American administration follows the same pattern: a political offensive against Ukraine, which Kyiv, with allied governments, effectively counters. They stabilise the situation but never actually secure success. This trend will, no doubt, continue.

Strategic Calculations

It is convenient to criticize certain parties of persistently promoting Russian terms. But that does not seem to be the whole story. US administration functions according to a principle well known to international relations experts: you cannot secure via talks what you have lost on the battlefield. The White House believes that it is impossible to force Russia to surrender the territory that it currently occupies in Ukraine's south or east.

The challenge is that while recognising this factual reality, Washington does nothing to discourage Russia, through words or deeds, from believing that the current condition will not change more in its benefit in the months ahead.

Conflicting Perspectives

Therefore, Russian leadership is confident that the clock favors them – that Ukraine and its partners are coming close to fatigue. Their reason to accept conditions that does not give them the greatest potential benefit is almost completely absent. There may be many attempts to stop fighting, but they will carry on as long as Russia's leader remains completely certain in the outcome.

On the contrary, Kyiv believes that Ukraine can still persist, slowly losing civilians and areas but avoiding a complete military breakdown until circumstances change in its favour.

Existing Situation

Realistically, there are no real preconditions for a ceasefire. Now, subjective factors are entering the equation: personal goals to broker a ceasefire and achieve global acclaim, and the government's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the flag against any proposal Kyiv finds unsuitable, so that their attention does not switch to domestic problems. And although their task will now be significantly challenging after latest incidents, it remains quite doubtful that this will change their overall approach.

These conflicting dynamics are driving the talks.

Summary and Prospects

It took a just a single week to eliminate the suggested clauses of the most recent proposal. Assertive and inconsistent approach of the matter by US administration, opposition by Ukraine and the remaining European nations, along with pacifying measures of representatives, and finally, current information leaks, all did their job.

While new proposals based on established approaches are imminent, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and demonstrate particular unwillingness to alter the situation, if they stand together and enhance their military capacity at a much faster pace. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the foreseeable future, mainly require continued Western support.
